Tucows started as one man's shareware library

The workload

Tucows' own company history page states that in 1993, 'while working for local libraries' in Flint, Michigan, 'Scott Swedorski noticed the public's increasing interest in the World Wide Web and used his personal website to offer downloadable software.' He named the resulting library TUCOWS, which the page says stood for 'The Ultimate Collection of Winsock Software.' Running that library meant one person collecting, testing, and hosting other developers' shareware and freeware Windows utilities for public download, an unpaid distribution service with no registration fee of its own, distinct from any fee the software's original authors charged.

What the documents show

The company's own history and timeline page states that the site 'quickly gained recognition as the first site to offer software on a freeware or shareware basis,' a claim about relative timing made by the company about itself, with no independent citation attached. The same page documents Tucows' path away from software distribution: ISPs began mirroring its library in 1994, the site was acquired by the Toronto ISP Internet Direct in 1995, and the company was accredited by ICANN as a domain registrar in 1999, a business it still runs. A separate page confirming Tucows' stock listing under the ticker TCX corroborates the history page's own claim that its shares began trading in 2005. The history page's own footer is copyrighted 2022, so any Tucows event after that year is not something this specific page can be relied on to reflect.

The operating cost

The history page states no fee for using the original 1993 Tucows library; shareware and freeware, by definition, priced access to the underlying programs, not to Tucows' directory of them. The page does not state what it cost Swedorski, or later Tucows staff, to run the mirrored library, nor does it name a specific figure for the 1993 to 1994 period at all. The one dollar-adjacent figure the page does supply, from 2004, states that the wholesale domain business reached '4 million domain names under management,' a customer count, not a cost, from a business Tucows had already pivoted into by then.

The stop condition

Tucows' own timeline names the point at which the original software library ended: 'the Tucows Downloads site officially retires' in 2021, with the collection preserved afterward by the Internet Archive, per the same page. That gives an explicit, company-stated stop condition for the 1993 project specifically, roughly 28 years of operation before retirement, even though the underlying company continued under the same name in an unrelated line of business, domain registration and telecom.
